At yesterday’s Ordinary Meeting of Council, Councillor Bill Trevor moved the following motion:

That considering information provided by the community - Council delivers letters to the Prime Minister and to the Premier of Queensland representing the safety concerns of residents of the Bundaberg Region in regard to new and emerging vaccines/medicines and their potential deficiencies.

A majority of Councillors, myself included, voted to support this motion and Council will now take action to write to the Prime Minister of Australia and Premier of Queensland, consistent with the motion passed on 27 May 2025.

The following COMMITTEE RESOLUTION was PASSED UNANIMOUSLY:

THAT the Committee recommends Council resolve to:

1. Receive the petition and note its contents; and
2. Receive the media release and note its contents.
3. Seek urgent answers from the Prime Minister and State Premier regarding concern of contamination of COVID-19 vaccines as raised by the petition that was received.

This meeting was followed up with a letter posted and shorter email to the Mayor, Deputy Mayor, each councillor and the CEO clarifying several issues noted in the meeting and providing copies of Dr David Speicher's report, a sheet providing details of subsequent scientific studies confirming his findings, and a copy of an article providing a point-by-point rebuttal of the TGA's press release dated 18 Oct 2024.

That Council:

1. Acknowledge and thank Port Hedland Council and Councillor Camillo Blanco for the
   correspondence received since October 2024 concerning reports of DNA contamination in
   Pfizer and Moderna mRNA vaccines.
2. Advocate on behalf of the Alexandrina community, to urgently request that the Federal
   Government commission a thorough and independent investigation into all safety aspects
   - including synthetic DNA contamination issues - in the Pfizer and Moderna mRNA Covid-
   19 vaccines administered in Australia, and to communicate findings transparently.
   Specifically, by writing to the Prime Minister and Federal Minister for Health and Aged Care
   and forwarding copies of those letters to the SA Premier and State Health Minister as well
   as the Federal Opposition Leader, the Federal Opposition Health Spokesperson, the SA
   Opposition Leader and Opposition Health Spokesperson.
3. That a modified version of this motion be placed on the agenda of the next Local
   Government Association of SA meeting for consideration and if carried, then it be sent to
   a subsequent Australian Local Government Association meeting for national
   endorsement.

MOTION

That Council:

1. Acknowledges Exhibits and Findings, as per Attachments:
   1. Exhibit 1: The Report by Dr. David Speicher
   2. Exhibit 2: The letter by The Honourable Russell Broadbent MP, Federal Member for Monash,
      dated 20 September 2024
   3. Exhibit 3: The follow-up letter by The Honourable Russell Broadbent MP, Federal Member for
      Monash, dated 25 September 2024
2. In light of the information contained in Exhibits 1 and 2,Council undertakes the following actions:
   1. That Council forthwith deliver the letter seen at Annexure 1 to the Prime Minister, or a version substantially resembling Annexure 1, endorsing the letters of The Honourable Russell Broadbent MP dated 20 and 25 September 2024, in which Council repeats the call for an immediate suspension of the Pfizer and Moderna COVID-19 products under the same terms as expressed by Mr. Broadbent.
   2. That Council forthwith circulates to all registered health practitioners and medical clinics operating within the District Council of Streaky Bay Local Government Area a copy of the letter appearing at Annexure 2, or a version substantially resembling Annexure 2.
      This letter will inform all local health practitioners of the report by Dr. Speicher and the findings of the Science Summary attached to Mr. Broadbent’s letter of 25 September 2024. The Council strongly urges practitioners to share this information with patients contemplating receiving any Pfizer or Moderna COVID-19 vaccines. The goal is to ensure patients can provide legally valid Ordinary Council Meeting Agenda 10 December 2024
      Item 20.1 Page 298 informed consent. Copies of the letters from Mr. Broadbent MP and District Council of Streaky Bay to the Prime Minister will be attached.
   3. That the CEO of District Council of Streaky Bay and their delegates be required to contact the Department of Health, South Australia, and formally present Dr. Speicher’s report, the letters from Mr. Broadbent MP, and the Council's letter to the Prime Minister, using copy of the letter appearing at Annexure 4, or a version substantially resembling Annexure 4.
      The Council requests a public response and advice on steps the Department recommends for patients contemplating the receipt of any further Covid-19 vaccines by Pfizer and Moderna, and advice on steps for public health and advice for medical practitioners.
   4. That the CEO and their delegates be required to contact the Minister for Health of South Australia, Mr Chris Picton, to formally present Dr. Speicher’s report, the letters from Mr. Broadbent MP, Council's letter to the Prime Minister, using copy of the letter appearing at Annexure 5, or a version substantially resembling Annexure 5.
      The Council seek the Minister’s public response and recommended actions for patients contemplating the receipt of any further Covid-19 vaccines by Pfizer and Moderna, and advice on steps for public health and advice for medical practitioners.
   5. The CEO and their delegates contact the Commonwealth Department of Health and Aged Care, specifically Deputy Health Secretary Professor Lawler and Health Secretary Blair Comley, presenting Dr. Speicher’s report, the letters from Mr. Broadbent MP, Council's letter to the Prime Minister, using copy of the letter appearing at Annexure 6, or a version substantially resembling Annexure 6.
      The Council request a formal and public response from both officials, and recommended actions for patients contemplating the receipt of any further Covid-19 vaccines by Pfizer and Moderna, and advice on steps for public health and advice for medical practitioners.
   6. The CEO and their delegates contact the Commonwealth Minister for Health and Aged Care, Mark Butler, presenting Dr. Speicher’s report, the letters from Mr. Broadbent MP, Council's letter to the Prime Minister,, using copy of the letter appearing at Annexure 7, or a version substantially resembling Annexure 7.

The Council request a formal and public response from Minister Butler, and recommended actions for patients contemplating the receipt of any further Covid-19 vaccines by Pfizer and Moderna, and advice on steps for public health and advice for medical practitioners.

That the Electors of the City of Joondalup REQUEST that Council instructs the Chief Executive Officer to write to the following:

•  the Prime Minister;
• the Commonwealth Minister for Health and Aged Care;
• the Commonwealth Department of Health and Aged Care;
• the Chief Health Officer;
• the Commonwealth Health Secretary;
• the WA Premier;
• the WA Department of Health; and
• the WA Minister for Health;

1. to urge the immediate suspension of the use of all COVID-19 vaccines in Australia;
2. to ENGAGE a body of qualified experts, including the Chief Health Officer and the Gene Technology Technical Advisory Committee, to conduct a comprehensive, science-based evaluation of emerging evidence regarding synthetic DNA contamination in the Pfizer and Moderna COVID-19 vaccines;
3. to INVESTIGATE excess deaths and hospitalisations in Western Australia following vaccine rollouts, specifically:
   1. prior to the reopening of state borders; and
   2. over the longer term.

Questions were put to Cockburn Council at meetings in November and December. In summary, Cockburn Council's position is "it's not our jurisdiction".

A deposition is being requested but yet to be granted at the Cockburn Council meeting on Tuesday May 13th at 7 pm.
In the lead up to that, work already begun to contact councillors and get 1-3 onside is continuing and will hopefully step up if I can find more people to help.

So far, councillors contacted in person number 2 and one did not respond at all, the other said that he knew nothing about the Port Hedland motion. This was back in March. Due to personal time constraints, and nobody helping me I haven't been able to do more since then.

Progress has been stalled due to lack of support. But strong efforts are now being made to get people in the freedom community who live in Cockburn Shire to take action.

   The Shire of Mundaring Council acknowledges the findings outlined in the following exhibits, which are yet to be tested by an Australian laboratory under the same conditions as Dr. David Speicher’ s report, as referenced in the Port Hedland motion.These findings, which have been validated by laboratories globally, are as follows:

   Following the recent Dr Speicher report indicating the contamination of COVID19 vaccination vials. Most recent reports indicate that 75 individuals have tested positive for synthetic DNA contamination in COVID-19 vaccines. This finding raises significant concerns about the safety and integrity of these vaccines.
   If the contamination reports turn out to be true, these findings bear a significant impact on the incidence of cancer and reduce the individuals’ ability to fight cancer naturally with killer T cells. We find it very concerning that when we go to the AIHW website for the latest incidences of cancer, there are only predictions and no real figures since 2020.
   In light of these concerns, we, the people of Mundaring Council, are very concerned that the TGA, our health ministers and powers in Parliament are touting ‘misinformation’ without an independent investigation.

11.03.2025 COUNCIL MEETING UNCONFIRMED MINUTES 20

1. To urge the immediate suspension of the use of all COVID-19 vaccines in Australia
2. To engage a body of qualified experts, including the Chief Health Officer and Gene Technology Technical Advisory Committee, to conduct a comprehensive science-based evaluation of emerging evidence regarding synthetic DNA contamination in the Pfizer and Modema COVID-19 vaccines.
3. Request a letter from the above officials addressing these concerns. Insist that all new findings and decisions be communicated openly to the Shire of Mundaring for public communication.
4. To investigate excess deaths and hospitalisations in Western Australia following vaccine rollouts, specifically
   1. Prior to the reopening of state borders, and
   2. Over the long term.
5. To express concerns about potential failings in the Therapeutic Goods Administration (TGA) testing protocols, specifically their inability to detect synthetic DNA contamination in the Pfizer and Moderna vaccines Attachments:

The motions that were presented at the March 20th AGM 23-24 meeting, were voted on by the public present. All motions put forward in regards to the PH findings, were passed with a majority of votes.

The council will now review the Motions that were passed and the Council members will vote on it.

MOTION 1

This motion seeks to urgently address the serious health concerns related to synthetic DNA contamination in the Australian COVID-19 vaccines, and to ensure informed decision-making for residents and health practitioners in Nannup and beyond.

That Council:

1. Acknowledge and thank Port Hedland Council and Councilor Camillo Blanco for the correspondence received since October 2024 concerning reports of DNA contamination in Pfizer and Moderna mRNA vaccines
2. Advocate on behalf of the Nannup community, to urgently request the immediate suspension of these vaccine products and call for a Royal Commission into all safety aspects including how this contamination went undetected by the TGA specifically, write to the PM etc

That the Electors REQUEST that Council instructs the Chief Executive Officer to write urgently to the following 3 medical Entities : The Nannup Hospital, The Nannup Medical Center and Nannup Pharmacy, using the following words , inserting the appropriate DATE and then continuing with:

We request that council REVOKE the motion carried in October 2021, Resolution 21136, in light of the evolving science and the ongoing anecdotal and statistical reports.

That the Shire of Serpentine Jarrahdale writes to the relevant state and federal health authority to suspend the mRNA vaccines until they are proven to be 100% safe to ensure the safety and well being of our community.

Several concerned Town of Port Hedland Councillors learned of Dr Speicher’s Australian test results and organised a Special Council Meeting held 11 October 2024.

Passing with a 5 / 2 majority, the Town of Port Hedland Council agreed to send letters about the DNA contamination in Australian COVID-19 vaccines to:

1. The Prime Minister to immediately suspend the use of the Pfizer and Moderna COVID-19 vaccines (like the letters sent by Mr. Broadbent).
2. Every registered health practitioner and medical clinic operating within the Port Hedland Local Government Area.
3. All other Australian Local Government Councils.
4. The council agreed to a number of further actions that you can view in the Notice of Motion Tile below

Each letter is to include Dr Speicher's Report of his testing of the Australian vials and Mr Broadbent's letters.

The Town of Port Hedland Council has taken this affirmative action having recognised that it has a moral responsibility for the health and well being of its people along with any State and Federal Government legislated responsibilities. Given the severity of the possible issues, the councillors are duty bound to take steps to address the potential DNA contamination issues.
